The matters of gender as well as the situation of little girls, little boys and adolescents share within the field of human rights the principles of equality and dignity.
No sex condition or age can be considered as a reason for an unequal treatment, with the risk of transforming into discrimination.
Analyzing the situation of little girls, little boys and adolescents in aspects such as the access and enjoyment of their rights in matters of education, health, safety, culture or work, indicates that the distance between norms and laws and concrete social practices constitutes a breach that proves the existence of unequal conditions and differences in the real practice of dignity.
The gender perspective favors the critical reading of reality in order to understand and transform the situation of people. It is about creating new constructions of sense so that men, women and little girls or boys and adolescents see their masculinity or femaleness through non-nested or discriminatory bonds, establishing more fair life conditions for all.
Gender as a social category is one of the most significant theoretical contributions in the last time.


Gender is a construction; it implies a definition with a historical, social and political character about the roles, identities and values attributed to women and men.
The power of genders, as well as practices, symbols, representations, norms ad social values considered relevant for one gender or the other vary according the different cultures, historical moments, social classes, ages, ethnos or religions. Likewise, for girls, boys or adolescents, the care provided by their elders occurs during the growing up process, determines a dependency that gives the adults power, sometimes exercised in an abusive way with not respect for the condition of person belonging to the person under their power.
It is necessary to promote a new model for a social contract, based in a conception of citizenship that recognizes the existent of these inequalities and inequities that affect its real practice, and to promote the shared responsibility between men and women, so that the rights of boys, girls and adolescents are respected, they are treated as people with the same values and dignity as any other in any stage of life and are transformed into protagonists of any public policy that can provide better opportunities. This is the responsibility of the State, the family and the society.
